This PR adds a Dockerfile and requirements.txt file. Additionally, I have added some dataset checks in
semantickitti_rv.py.Quick question: Why does
semantickitt_rv.pyimplement its own loader, when theSemanticKITTIDatasetclass implements this functionality already?
